View of five sailors standing in front of the historic flagstaff at the U. S. Navy Yard in Cavite, Philippine Islands. Caption on photograph: "Historical Flagstaff, Cavite, P.I. 458." The photograph was probably enclosed in a letter dated October 28, 1943, from Wesley Strause in the Treasury Department to Isidore B. Dockweiler.
