Photograph caption dated July 30, 1956 reads "An ultra-modern new bank building for the Empire Savings and Loan Association will rise in Pacoima at 13678 Van Nuys Blvd. Ground for this home office is being broken by, from left, Edward Hellmer, executive vice president and manager; Glen Raddatz, president; Welsey Tuttle, Pacoima Honorary Mayor; Everett Burkhalter, Los Angeles city councilman, and George Chapman, general contractor. Construction will begin immediately."
