Photograph caption dated February 20, 1965 reads, "Supervisor Warren Dorn (in cab of grader) and Valley Superior Court Judges get in on the groundbreaking for the new county parking facility, opposite the Van Nuys County Court Building. The judges assisting Supervisor Dorn, Wednesday, were, from left, Donald Redwine, Charles Hughes and David Mohr."
