The Carnegie Library Building, designed for a city with a population of less than 17,000, had been outgrown since 1916. Plans to replace it with a new Main Library Building continued to be defeated throughout the depression years and World War II, despite increased use by a growing population. In 1942, San Diego's population grew from 203,341 to over 300,000 in just one year. Between 1924 and 1945 the library's book collection grew from 118,037 volumes to 237,530.
