Photograph caption dated April 9, 1954 reads "Communicating with ships at sea is made easy with proper equipment. Demonstrating this possibility is Col. Grant H. Stone, communications officer and district warden of Van Nuys, at car. Holding map is Col. G. F. Smith, second in command, who can quickly spot emergency areas. In doorway holding field telephone is Clarence U. Benton, deputy director of civilian defense."
