A flyer for Air Raid Precautions published by the San Jose Defense Council. The San Jose Defense Council was created on June 23, 1941, disolved in 1944 and disbanded in 1945. In 1946 in direct response to the bombing of Hiroshima and Nagasaki the War Department generated a report on Civil Defense and Civil Defense in response to the threat of an atomic bomb became a concern into the 1970's. http://www.civildefensemuseum.com/history.html
