Description: Duane Lowe, Sacramento County Sheriff, 1971-1983; chief of California State Police and then (after merger with CHP) Deputy Chief of California Highway Patrol, through 1996. Caption; Jim Kelly, left, and Cindy Harvey, among 36 who graduated last night from the Sheriff's Reserve Recruit Academy, chat with Sheriff Duane Lowe after the graduation ceremony. The class received 30 hours of classroom instruction. Lowe addressed the graduates.
