Mr. Roy J. Nielsen is shown in this 1936 photograph. The native Sacramentan's career in public service spanned 34 years, including stints as both a Sacramento City Councilman and California State Senator and Assemblyman. Notable interests included the development and funding of the vast Upper American River Project, a deep water channel for Sacramento, old age pensions and worker's compensation. He died in 1964.
