Description
Isabel Palacio attends to her baby while older daughter looks on. Their apartment (no. 17) rents for $23 per month and consists of two rooms. There is no hot water, no sinks and the floor is caved in. In spite of these difficult conditions, the apartment appears clean and well cared for. Gilbert Palacio is a cement worker. He and his wife have two children; Anna, aged 2 months and Linda, aged 4 years.
