Ron Settles (1959-1981) was a California State University, Long Beach football player who was arrested by the Signal Hill Police Department in 1981. The day after his arrest he was found severely beaten and hanging in his jail cell. Although the police said he committed suicide, there was much suspicion and controversy surrounding his death. No one was ever convicted of Settles' death, but the city of Signal Hill paid a large settlement to the Settles' family. A protesting crowd of about 1,500-2,000, gathered at Hinshaw Park in Signal Hill for a rally to demonstrate against the death of Ron Settles.
