Downing, county 4-H adviser, present a plaque to Shannon Torrey, 17, honoring her Malibu 4-H club for having the best safety program in the county. Los Angeles County was judged best in the state and Malibu was tops in the county in the annual General Motors competition. Shannon is chairman of her club's campaign."
