About 500 workers and Air Force officials watched ceremonies marking the close of the 100-plane, $28 billion program that has been controversial since its inception. The B-1 is intended to penetrate the enemy airspace at treetop level at speeds that would make it difficult to catch, but the warplane's critics say the weapons system is faulty."
