4 February 1969 PROGRESS REPORT: THIRD WORLD COLLEGE The TWLF Progress Committee and Third World Faculty met with Chancellor Heyns Monday morning and found out the following information: 1) A department independent of any College can, and has (Dept. of City and Regional Planning, around 1961) been established, responsible only to the Chancellor, and passing only through the Academic Senate Educational Policy and Budget Committees. This is one possibility for a Third World Department, for the interim period of 1969-1970. 2) It is possible for students and community people to sit on implementation committees--at all levels. What is crucial is whether the Chancellor or the Dean considers those people qualified or not. 3) Students have and can make educational policy decisions at the departmental level. It is the decision of each department to determine its own local affairs, i.e. whether or not to include students, etc. at the faculty level. OTHER DEVELOPMENTS 1) The Chancellor has asked for a list of people to represent the TWLF at the planning committee level. We are proposing 4 per group, a total of 12 on the committee. This is being done through Andy Billingsley's office (Black Studies coordinator, Assistant to the Chancellor). This group would be responsible for the planning of a Third World department. 2) We are meeting Tuesday, 4 February to has out demands 3a-3d with Vice Chancellor Robert Johnson and EOP Directors Bill Sherrill and Pete Silva. These demands will probably be met. 3) Third World control of Third World Programs has already been partly implemented. The EOP advisory committee, the Admissions advisory committee, and the Community Service Projects Committee (allocates Regents funds to community projects) all deal with Third World People and all currently have Third World majorities. Other projects--student and faculty research--are receiving review 4) The Chancellor announced the formation of the Third World planning group at the Academic Senate meeting on February 3, 1969 and will probably support such a Department. In addition, the TWLF is to appoint a committee to plan and propose a Third World College by Fall 1970. He has asked the chairmen of the Academic Senate Committees to meet with the TWLF Progress Committee to work out problems and possibilities.
