On August 1, 1849, the Sacramento city councilmen were elected but their "powers or duties were not defined" and their subsequent effort to establish a charter was defeated. This proclamation announces a meeting of the residents of Sacramento to be held at the St. Louis Exchange and appeals to the people "then and there to declare what they wish the City Council to do" for the "health and safety of our city demand immediate action."
