C. W. Protzman writes Mr. S. E. Brillhart with a summary of the major work he did while working for the Department of the Army from November 1948 to May 1950 in Japan. In Protzman's report, he writes that between 75% and 85% of the manufacturing capacity for communications products had been destroyed. He says that the immediate SCAP (Supreme Commander for the Allied Powers) objective was the rehabilitation of manufacturing plants and expanding the communications system to meet the needs of the occupation forces and accelerate the rehabilitation of the Japanese industrial economy. Protzman goes on to discuss his concentration on efforts to introduce better concepts of quality control, management and leadership, and accounting and cost structures. The letter contains Protzman's original signature and handwritten notes.
