David P. Newsham served as Burbank’s police chief from 1990 until his retirement in 2000. The December 22, 1990, Los Angeles Times reported that Newsham was an Air Force veteran who had joined the Burbank police department in 1972 and was promoted to captain in 1987 before his elevation to chief in 1990.
