Description
Communication from the Mayor. Address to the Common Council at its first meeting under the new city charter. Subjects for immediate action include organizing the city finances, establishing a good police force. Signed by Mayor Josiah Belden, dated April 11, 1850. Cover sheet reads, "Communication from the Mayor April 12, 1850 laid on table for the present."
