Mayor Fletcher Bowron addresses twenty-five thousand people from the steps of Los Angeles City Hall to commemorate the centennial of the first raising of the American flag in Los Angeles. Behind him is a replica of the flat-roofed, one story adobe which had served as the Mexican Government house of Upper California and later the military headquarters for invading Americans. Photograph dated August 13, 1946.
