Photograph article dated June 6, 1963 partially reads, "Los Angeles County's ‘most critical building project in recent years’ – a $5 million juvenile hall facility in Sylmar - has been officially begun. Construction started Wednesday with ground-breaking ceremonies at the 27-acre site bounded by Foothill Blvd., San Fernando Rd., and Filbert and Yarnell Sts. The new facility, to be completed by November, 1964, is expected to alleviate overcrowded conditions at existing juvenile custodial facilities throughout the county." Among speakers was Valley Supervisor Warren M. Dorn.
