Dorn holds wheelbarrow assisted by Joseph Staller, vice president of the Van Nuys Chamber of Commerce and Leland C. Carter, Los Angeles County chief probation officer, in groundbreaking ceremonies for new $304, 500, one-story county Probation Department building at 14400 Delano St., Van Nuys."
