Description
"Water lines were cut this morning at Macy's, the Sacramento Union building and several small businesses when a bulldozer smashed into a small valve line between L and K Streets and 4th Street. To keep water from flooding the streets, the contractor who was clearing land west of Macy's between L and K Streets dammed the water flow, forming a lake about five feet deep"
