Photograph caption dated August 16, 1963 reads "Brig. Gen. Emmett A. Rink, right, commander of the Southern area California State Military Reserve, reads activation orders to the reserve's 13th batalion at ceremonies Wednesday in Van Nuys. The new unit, composed of former military men, will help assist civilian agencies in civil defense and at time of disaster. Officiating at the ceremonies were, from left, Col. Edward F. Niblock, assistant area commander; Col. Andrews Montgomery, operational Co. 1 commander; Capt. Ferdinand Mendenhall, Naval Reserve; and Rink. New reserve group will share facilities with the Civil Air Patrol at 8100 Balboa Blvd., Van Nuys."
