L.C. Baker, who was head of the National Detective Service and chief of the Secret Service, is seated in the center, pointing at papers spread across the table in front of him with a pen. L.B. Baker is to the left of him, and Conger is to the right. Below the image are the signatures of each of the three men shown. There is printed text below the image reading "'There, you may rest assured, you will find him within five miles of Port Conway, you will have a detail of cavalry, who will be strictly subordinate to your order. There must be no shooting, the villain must be captured alive at every hazard.' -- Col. Baker's instructions to his Assistants. Booth was found within three miles of the place designated."
