Photograph caption dated August 25, 1954 reads "Rev. John Simmons, seated, signs California Safety Pledge as Glenn Taylor of Jr. Chamber smiles his approval. Rev. Simmons, YMCA leader said, 'The Safety Pledge Crusade is the most effective means of combating traffic accident (sic) I've ever seen.
