Photograph article dated July 20, 1960 reads, "Supervisor Warren M. Dorn, standing rear, presents scroll to Richard Joy Jr., seated, honoring him for attaining rank of Eagle Scout. Youth, only deaf and blind Scout in nation to win high rating, was accompanied by his parents, Mr. and Mrs. Richard Joy, left. Behind them is American flag given by new Eagle Scout to city."
