Photograph caption dated February 13, 1960 reads "San Fernando city engineer Robert James, left, and Stewart Bergman, administrative assistant, go through dusty City Council minutes and other city papers in compiling evidence in city's fight against suit by Los Angeles city claiming water rights. Pre-trial hearing will be held Monday in Superior Court."
