Howard Bennett cheers on supporters from the coalition to stop dumping sewage into the Pacific Ocean, in pulling mile-long symbolic sewer pipe around the L.A. City Hall. His group pulled the ribbon, with petition signatures attached about every 30 feet, around the building to make their symbolic protest of dumping of sewage plants such as Hyperion. Photograph dated June 2, 1985.
