Photograph article dated February 19, 1962 partially reads, "Los Angeles City Councilman Everett Burkhalter and an aide of County Supervisor Warren M. Dorn strolled through Lake View Terrace Saturday...Property owners, angry over floods which they say whisked mud, gravel and large rocks down from the foothills, invited Burkhalter and Dorn to have a look...'We wanted you to get here as close after the storm as possible,' said Walter C. Richardson, president of the Lake View Terrace Improvement Association, as they stood in the street littered with gravel and mud."
