Photograph caption dated November 27, 1954 reads, "Councilman Everett Burkhalter starts up bulldozer which will begin improvements of nine miles of streets in Pacoima, largest such project underway in city. District is bounded by Sutter and Herrick avenues, Pierce and Louvre streets. With Burkhalter are Assemblyman Allen Miller, D. P. Loomis, San Fernando city councilman; Herman Bayon, Dave Malcolm, contractor; Ralph De Armond, Charles Gillis, Forrest Roberts, K. G. Lynch, P. M. Gomez, Maurice Leech, engineer, and Ben O'Brien, Pacoima Chamber of Commerce president."
