This report speculates on the various effects that the environment of Topaz will have on children growing up there, taking into account such factors as lack of privacy, lack of parental control, and school environments from pre-school to high school. The report states that this environment is likely to promote delinquency among the children of Topaz, and proposes a solution involving a program of prevention.
