Photograph caption dated July 1, 1963 partially reads, "James B. Potter Jr., was sworn in as 2nd District councilman, succeeding [Lemoine] Blanchard, during brief ceremonies by Walter C. Peterson, city clerk, right. Potter, who ran with Mayor Samuel W. Yorty's support in the Valley councilman district, said he was disappointed over the action of the City Council two days ago in striking $63,000 from the mayor's office fund and indicated he may move for restoration of the money so the mayor may operate his office at what Potter termed top efficiency."
