Cornelia D. Plaister is credited with the development of the San Diego Public Library's branch library system and for the re-organization of library services during the World War II years. She changed library hours for the convenience of swing shift workers and service personnel and opened the City Center Governmental Reference Library in 1945 to serve city and county officials and employees. During her 20 years of service she worked tirelessly on bond elections and publicity campaigns to promote a new and modern Main Library Building to replace the Carnegie Library Building.
