Shepard, center, receives a bouquet of lilies after presenting a City Council resolution declaring March 22-April 22 as Crippled Children's Month. Presenting Shepard with the flowers - symbol of the Crippled Children's Society fund raising drive - are Jerry Persky, 10, of Reseda, county poster boy, and Marcia Spellman, 22, of Van Nuys, a member of the youth group sponsored by the Easter Seal Society."
