Arnold, City Clerk Harry Denton, George Klump, City Manager Bartley Cavanaugh, Ray A. Flint, Tom B. Monk, Peter E. Mitchell, and John Welsh. Major issues facing the council included job creation for returning veterans, posturing for involvement in Pacific Rim business opportunities, the development of city and county-wide transportation infrastructure, and housing needs in the areas surrounding Mather and McClellan Air Force Bases.
