An LAPD officer perched on a rooftop observes a rally in the alley behind Santa Barbara Street (later Martin Luther King, Jr. Boulevard), known as "Sherm Alley," in reference to the numerous drugs exchanging hands in that area. Photograph dated October 13, 1980.
