Whitsett and Roy Rogers are shown following presentation of a scroll honoring Whitsett's work in behalf of water development." The article partially reads, "Yesterday, at a meeting of the directors of the Van Nuys Chamber of Commerce, Honorary Mayor Roy Rogers presented Whitsett with a scroll citing his services to the Valley and the area as chairman of the Metropolitan Water District between Dec. 28, 1928 and Jan. 10, 1947. The scroll was given in behalf of the chamber. The presentation was made in connection with the 25th anniversary of the Colorado River Aqueduct, a project in which Whitsett played a leading role in bringing water to the area."
