James E. Davis, appointed Los Angeles Chief of Police for the second time during his years with the department, hung up his hat in the chief's office. His desk was covered with flowers sent to him by well-wishers, following his appointment by the police commission. As he took over the job, Davis announced that the department is to be organized for a major war on gangsters, racketeers, bandits and vice.
