The article partially reads "Voters were waiting at the polls before they opened to cast ballots on the recall election against Mayor M. Frank Smith, Charles Schofield and Albert Padilla." Padilla, a San Fernando councilman, along with Smith and Schofield, were in a dispute with other council members regarding the discharge of the chief of police.
