Photograph caption dated August 23, 1955 reads, "Stephen P. Newton, standing left, meets six new San Fernando police officers whose appointments were approved by City Council. Chief Walter Heebing, second from left, introduces, standing from left, William Elliott, Ronald Smith, Harry Phillips, James Thompson, Charles Sherwood and George Pagliaro. The men replace six officers who resigned last month, including Lt. Douglas Bambridge, who took police chief's post in Fairbanks, Alaska."
