Bolsa Chica Preserve is a critical coastal wetlands sanctuary. The archaeological record indicates human habitation of the site as early as 5000 BC. The State of California purchased the original 300 acres in 1973. Today, through additional gifts and purchases, it contains more than 1300 acres and is home to wildlife including more than 200 species of birds in at least five habitats. This film documents the Preserve lands when it was first purchased by the State and includes various historic structures no long extant. This content is followed by unrelated footage of a "Zero Based Budgeting" meeting, public spaces and construction sites and some of Main Street.
