Description
A 1955 speech by Harold W. Kennedy, County Counsel of the County of Los Angeles, that was prepared for the meeting of The Southern California Council of the State Chamber of Commerce and the meeting of the Feather River Association. Kennedy advocates for the creation of a new department in charge of water resources and a constitutional amendment that allows for a legal measurement and exportation/importation of water.
