Description: Mayor Frank Shaw (left), is shown with Police Commissioner Charles W. Ostrom. The Mayor demanded that Ostrom resign from the police board. The mayor felt that Ostrom was guilty of misconduct because he represented Milton "Farmer" Page, reputed gambler, in a civil action. Ostrom refused to quit.
