Photograph caption dated September 22, 1962 reads, "Officials of the State Dept. of Water Resources signed into effect Friday a historical contract naming the Antelope Valley-East Kern Water Agency as the distributor of Feather River water to a huge section of Antelope Valley and adjacent areas beginning in 1972. Signing the document are William Warne, left, director of the state office and Dr. Roy A. Knapp, president of the water agency board."
