Longshoremen and supporters are shown picketing the office of Irvin Stalmaster, port arbiter at Los Angeles harbor. Stalmaster ruled that 50 longshoremen who refused to pass through a picket line of Chinese sympathizers and handle cargo on a Japanese freighter should be suspended from work for a week.
