Description: According to the notes distributed with the photo, this was a "before" picture of U. S. Highway 40 east of Auburn, CA, showing elements of a deficient highway - bad pavement, traffic congestion and narrow lanes. The intent was to publish it with an "after" photo of the new highway (photo 06594), financed by gas tax dollars.
