A 1956 address by Assistant Attorney General Wallace Howland before the Fall Conference of the California Section that describes the history, geography and policies of the county of origin statute and State Water Plan and their relation with and definition of water rights. He then discusses the Feather River Project and alternative ways to provide for local needs within the watershed. H ultimately explains why he believes there needs to be a constitutional amendment.
