Photograph caption dated July 8, 1964 reads, "A workman surveys a school site in Calabasas as school district rushes construction program to meet needs of enrollment increase. But as Las Virgenes population grows, residents worry about retaining control of planning development. Developers in February thwarted their plans for incorporation."
