Carpenter III, left, Edwards Air Force Base flight test center commander, and Col. H. Mears, Edwards base commander, in tribute to base's 12,000 military and civilian personnel for 'their contributions to the growth, welfare and prosperity of Antelope Valley and Los Angeles County.'" Carpenter is cut out of the original photograph.
