A group of bathers of all ages poses for a photo at a beach in Long Beach. Women wear caps on their heads and all bathing suits conform to the Peek ordinance proposed by William M. Peek, director of public safety, that prohibits one-piece bathing suits, insists each suit have a skirt and its color be visible - i.e., that it must show at a distance that it is cloth and not flesh.
