During the Postwar Era, Sacramento was experiencing tremendous growth because of the improving economy. Entitled the “Capital Mall Project”, this 1962 planning document lays the groundwork for Sacramento’s efforts to improve the downtown area. Examples include revitalizing Downtown Sacramento, as well as constructing better housing for Sacramento residents. It talks about building a freeway close to the Sacramento River, construct new housing for the city’s residents, as well as designing and building new office buildings and entertainment outlets such as an outside mall.
